Is Oracle Hyperion EPM 11.1.1.4 a full install or just an update?

 I was wondering... is 11.1.1.4 a full install, or is it just an update? When we installed 11.1.1.4 over 11.1.1.2 it works. But when we installed 11.1.1.4 as a new install, we can't log in. Just a little curious.
