Implementing 8.1.1.9 Open UI; ACR 801; Application errors after importing sif's and seed data

 I am trying to implement OpenUI in one of my customer's sandbox environments.  After applying 8119 and following all the instructions for ACR 801, recompiling, setting EnableOpenUI param,  restarting, etc...
I now get an error when logging into the application and displaying the home screen:  "SBL-DBC-00105: An error has occurred executing a Sql statement." I'm able to navigate the rest of the applicaiton in OpenUI without any issue.  The same error pops up every so often.  I checked my OM logs and found that several columns are missing from S_LOCALE table.  I verified that they exist in the tools repository, but not on the physical DB tables.  I assume there are other inconsistencies.
