Workflow error Unable to reserve Document

We are getting workflow error Unable to reserve document when creating requisitions through iProcurement. On analysing we found that the charge account is there but the Budget account is showing null. it is not happening always.

Workaround now is to make the document incomplete. Open the requisition through core purchasing and re entering the Charge account. Then the budget account field is getting populated.

Could someone pls tell me the reason for this strange behaviour.
