US PAY: Federal and State Tax Remittance Report Manager does not pick up balance adjustments

 We are on 1.5.10.2. We are facing issue with Federal and State Tax Remittance Report Manager and the problem is this report is not picking up the Balance Adjustments. Until Dec-2012, it used to pick up all transactions including Balance Adjustments.The change we made to the system was 2012 YEPhase2. I am not sure what affected this report. I also found related Oracle Note Federal And State Tax Remittance Report Not Picking Up Balance Adjustments [ID 1358708.1] but this is for 12.0.4 version. Pls let me know how to fix this report or any suggestions?
