Unable to convert web only version after upgrade

Hi All,

Can anyone please tell me that how to convert web only versions after upgrade. recently we upgraded our PS,DV,PY environment but we can not see web only version on the web and it is available in table F983051. we ran the report R98305V to convert but receiving error " Could Not Checkout Version Token Not Available". we dont want to copy again the Database from old server.

old release was 8.12/8.97 and new release is 9.1/9.1.2.2.
