EDI INO Charges/Allowances not appearing in INO Output file

I have an EDI Invoice where Freight Charges were added during shipping.  The actual invoice has the freight charges appearing and when I run the Application Diagnostics against this TRX number the freight charges appear as well.  Then when I query ra_customer_Trx_lines table the line is there for the freight.  In researching it appears the view ece_ino_allowance_charges_v is null, no lines.  I had heard from a previous client there may be a bug associated w/ this missing functionality but I am unable to locate any reference to that.

Has anyone run into this situation where no lines are created after 5220 in the INO Extract?
