Patch 2669606 11.5.9 Maintenance Pack - Autoconfig error - IMT Template file missing from system

After applying 2669606 and the consulidated update patch (3171663), the next post-install task is to execute autoconfig.  Autoconfig returns the following error on all nodes (database and middle-tier).  This error also occurred in 11.5.8 prior to the update.  Can you help with this?
