Unable to update new California tax rates

Hello,

I'm trying to enter the new tax rates for California for 2013.  I realize I'm eight days late, but I've been on vacation.  The JAVA form will not accept my entry.  I put the effective "To" date as 09-JAN-2013, but I get the error, "Row 1 Error - Enter a Default Effective To date that is on or after the Default Effective From date, and on or before the Effective To date."

Does anyone have an idea about  1) what's causing the error;  or  2) how to enter the new tax rates?

I've uploaded a screen shot of the JAVA form with the error.
