E-Business US Sales and Use Tax Import Program not creating new tax rates after end-dating the old o

We are in 12.1.3 with vertex  Q series. As part of  the monthly update, we ran the E-Business US Sales and Use Tax Import Program which completed successfully. It has also updated the ZX tables. However for State, City and County where it end-dated the old tax rates, it did not create the new rates, though in reality there are.

For eg: CA State tax changed from 6.25 to 6.5 effective Jan-2013. The upload program end dated the old rate as of 31-Dec-2012  but did not create a new rate effective as of 01-Jan-2013.

Could any one help us on this ?
