Pending move transaction for osp job

Issue description:

For OSP job ,After the customer receipt the OSP item then they did Return to Receiving and Return to Supplier on the OSP PO. Now there is pending transaction generated with error :Negative balances not allowed and transaction type is Return .

I suggested the customer to return the assembly to To move step on OSP operation then resubmit the pending txn,  but the issue still could not fixed.

Move transaction detail is as following:
