NON OUI base installers has been moved from EDELIVERY to MOS

Dear All,
Please be noted that if one wants to install NON OUI base for siebel 8.1.X we should download the files with the following patch id in MOS
15892740 as post release of 8.1.1.9 the installers available as if now are OUI BASE files in edelivery.
