Unable to change deliver to location at iProcurement Preferences

Dear All

Unable to change deliver to location at iProcurement Preferences, only master organization is available

Profile options had been configured as follows at Site level;

- POR : Preferences - Deliver to Location = location of master organization (not null)

- POR: One Time Location = location of master organization (not null)

- POR: Override Location Flag(1) = Yes

I appreciate if any one can suggest additional check or provide me with oracle articale ID ASAP
