Dependencies for converting Assets from 11i to R12.1.3

We are using Projects and Fixed Assets in 11i. We are re-implementing R12.1.3. Can you please let us know the dependencies for migrating the Assets from 11i to R12.1.3? Do we need to first migrate the 11i Capital Projects first to R12.1.3?
