Multiple address formats per country?

We use the P0070 County Constants to define Address Formats by country, per Note 1157643.1

When we sell from Japan to a customer in Japan, we want the address is written in order from largest unit to smallest. (e.g. Address Format 15)

However, when we sell from the US (or another country) to a customer in Japan, we want to use the Western address format that ends with the postal code and the country (e.g. Address Format 4).
