R12.1.3 Purchasing control periods?

 Hi All
I have changed the  number of Future Enterable periods in general ledger at ledger level from 1 to 3

The following the status is of the purchasing periods
Jan period Open
Feb period 11 Never opened
Mar  period 12 Never opened
Period 13 Never period
Period 14 adjusting period never opened
Period 15 adjusting period never opened

When I tried to set 3 periods to future Enterable system allowed feb mar but error end when doing period 13 saying maximum number is reached

I have following questions

Does the GL periods need to set future Enterable and then purchasing, is there any dependency ?

Can purchasing open periods before GL periods are open?
