Patch 10222358 failed on apps tier when re-generated ARXPRGLP.fmx

I tried to applied a po patch 10222358 on our test environment. The db tier completed without issue.

However, on the apps tier the patch failed when re-generating ARXPRGLP.fmx.

I ran the f60gen command thru the command line and found the error message

as below on the ARXPRGL.err file.
