cost issue

hi,

I met one issue when I test the average cost business, i actived the 'actual cost layer' request to cost the transaction, but when I query the 'View material transaction' distribution, transaction 'Assembly completion' didn't costed, details as following screenshots, please help on this issue, thanks in advance.
