Quantity imbalances

We are using JDE 9.1 - it appears that the system is allowing us to receive in an OT or reverse the ST at a quantity not on the original ST!!  Is there a flag to make sure system does not allow this to happen?  There should be a check to not OT a quantity greater than what was on the ST and there also needs to be a check that if the item has been received via the OT - the ST cannot be reversed because theoritically there is no quantity left to be reversed.

Likewise there should be a check that we cannot issue out or adjust a quantity greater than what is in the item ledger.
