Procurement Contracts -Can't modify Layout Template in accordance with customer requirements

Hello,

Does anyone know how to setup/modify  PC output in PDF printable view? My customer (OEBS R12.1.3) wants their legacy MSword formats to be available as pdf, which is hard to modify according to my developers: changing the sequence,layout, avoiding clause names, etc. We also facing an issue of one layout template for each contract template - as i understand it's the standard functionality. So let's say i have one contract template assosiated with the Standard PO (doc type) for one-time purchase - it consists of 10 pages, and the same setup for releases to Global BPA -which is also Standard PO, but
