patch 12537420 question

we are trying to apply a patch 12537420 and pre-requisites to fix the issue on our R12 instance to fix the invalid package FA_SLA_CURRENT_PERIOD_UPG_PKG.
Readme file says that this patch should be applied in preinstall mode during the upgrade.

But we already finished the upgrade.
Can we still apply the patch now? Please give instruction how to apply this patch?
