Blank page issue

 We have a report designed in BI publisher landscape format.
The line level section of the report displays Items and then number of LPNs for the item in the shipment. The report is leaving out first blank page in the case where there is only one item and number of LPNs exceed  the page. The blank page is a headache causing confusion among shippers.

the row has "Allow row to break across pages" disabled because that causes data to seperate across pages.

We need some help in this regard.
