Planning business rule does not calculating until I store some value at intersection first

Hello,

This is 11.1.2.0 planning issue.  My calculation does not update an account value in any period.  When I manually made $0 entry only in P1 (period 1) and rerun the rule it calculates correct value for all 12 period and writes it correctly for P1 through P12.  Can some please comment on if they have similar issue and what could help to resolve it?
