R12.1.3 : Untranslated words for the Arabic Language

Hi,
Our EBS version is 12.1.3 and for Arabic Language Applied 6678700 Patch.
But at Home Page some words is English .
Please see at Attachment .
How we can translate to Arabic ? i think some xlf files must be update .

steps to enable the Arabic language

Answers: At License Manager utility within Oracle Applications Manager (Add Arabic Language)
A - apply patch 8576725 (Note 788053.1)
B - To use additional languages, you must first activate the additional languages via the
    License Manager utility within Oracle Applications Manager (Set Up National Language Support (NLS) from Application Help Online)
C - run Maintain multi-lingual tables from adadmin
