Why is position LOV empty in the Assignment window?

Hi,

I am new to HR so please bear with me if my question is too elementary.

I need to update an employee with position however, the LOV is empty. There  are some positions have already been defined and assigned to some other employees. Why can't these positions be assigned to the employee I need to update?
