ORA-20001: FLEX-DSQL EXCEPTION: N, MSG, ORA-01722: invalid number, N, error when using HR_LOCATION_A

Hi,
We are using the HR_LOCATION_API.create_location
API to create locations.
When i pass all the required valid values in the Development instance , Its going through and creating the locations.

But the same code when we are planning to run in Test instance , its failing with the following error message.

ORA-20001: FLEX-DSQL EXCEPTION: N, MSG, ORA-01722: invalid number, N, SQLSTR, select replace(to_char(SEGMENT4),'.','.'), replace(to_char(SEGMENT4),'.','.'), replace(to_char(SEGMENT4),'.','.'), ENABLED_FLAG, to_char(START_DATE_ACTIVE,'YYYY/MM/DD HH24:MI:SS'), to_char(END_DATE_ACTIVE,'YYYY/MM/DD HH24:MI:SS'), SUMMARY_FLAG, NULL from GL_CODE_COMBINATIONS where SEGMENT4 = :FND_BIND1
