item popup window issue of PO line

Hi every Guru s

when we input item-number in po line . now the item popup window is opened while we click 'LOV (three point')  

But in another instance .  the item popup window can be opened while we click  the blank space of  this column 'ITEM'.

The version of EBS is R11I (11.5.10)

do you know where controlled this ?
