can we purchase an item category ?

Hi

in some business ,we saw user only purchased an item category and never inputed item number for purchase ?

what is this stand for ?

 we checked and got that the destination type is expense in requisition  form ,and we cannot change to other type ,

anyone can helo to tell me why ?
