R073162 - local/Schoo taxable wages

When the school district tax is higher than the local tax for pennsylvania the correct tax is taken out, however on R073162 taxable shows the incorrect taxable wages for local.  Does anyone else see this?  Is the report supposed to show the possible or the actual amount taken out?  My payroll tax user says it should only show what is taken out.
