HTML Quoting. How do you enforce configuration changes to future uses of existing templates or quot

We are having problems with quotes that are either built using a template or duplicating a quote that was based on an older configuration publication.  I am sure that there are Profile options but I also would like to find templates that are not up to date with the latest configuration publications.

What are the profile options that would enforce looking at the current publications?

How do I go about finding the Quote Template tables so that I could compare against the current publications?  It would be nice if there is a canned report that would indicate that information.
