R12 : Relink of 'ENCACN' failed'

Hello,

In the process of upgrading to 12.1.1. from 11.5, we are running applications relink.
Relink fails with Error: relink of module 'ENCACN' failed'
This matter is very urgent, it stucs all the upgrade process.

The log file shows :
