Security policy for siebel remote with version 8.1.1.5 in development

For dev environment with tools users, we have database authentication but with standard configuration, tool users have following message :

Please note the following password policies :

- password string must have at least 5 characters...(see attachment)

but this policies are not compatible with our policies

How can we bypass this password policies or change this policies ?
