What to populate in csi_i_party_interface.bill_to_address1?

I'm populating the IB interface tables, and guess what the users' guide tells us to put into the csi_i_party_interface.bill_to_address1 column? 

The bill to address!  (How helpful -- where do they find the people who write these manuals?)

Does anyone know whether it expects to find a party_site_id or a site_use_id or a location_id or a cust_acct_site_id or what in this column?  How does one find this out when the manuals don't tell us?
