32 bits client restriction ?

I was just wondering how JDE is working. I was installing JDE 9.1 platform pack (both ES and DB server on same machine) on windows 2008 R2 server. My database was Oracle 11g 64bits. While installation, JDE installer has completed successfully but when I tried to start the services it was failing and the issue was missing 32 bits client. I’m aware that JDE being 32 bits application it must required 32 bits clients to communicate with 64 bits database server.
My question is, how JDE initially communicated during the platform pack installation with 64 bits database without 32 bits client? And if the JDE installer can easily communicate with 64 bits database then why still there is compulsion to use 32 bits client on the server.
