How to make the different suggestion locator when perform allocate Move Order in the same time ?

Dear All Guru's,

I have a case like this :

1. I create 3 move order transfer from Subinv A to Subinv X, MO 1, 2 and 3

2. all move order destionation locator is empty, create wms rules to make a suggestion for this...

3. Login with 3 different users

4. Perform allocation with the same time

5. All of the suggested locator is same

Expected Results is : even in the same time the suggested locator is differrent

My WMS Rules is already check the MTL_TRANSACTIONS_TEMP for existing locators to create the suggestion but the problem is

lets saya the MO 1 have not finished create MTL_TRANSACTIONS_TEMP , the MO 2 already process, and MO 3 too...
