OIE Workflow from 11.10.2 -> 12.1.3 - migration strategy

I've been searching for some strategic approach specifically related to upgrading from 11.5.10 -> 12.1.3 and the impact on items within the OIE workflow.

Our workflow has been heavily customised. It's been suggested that we can leave items within the workflow and upgrade and everything should be fine.

Does anyone have any experience of this? I'd be tempted to withdraw everything in the workflow, upgrade and then ask the users to resubmit their expenses.

Any advice would be welcome.
