BIP Fails with large W2 print

We are on Apps 9.0 Tools 9.1.0.3 on an iSeries.  We are having a problem creating W2s using BIP.  The .pdf cannot be displayed and when I try to view the RD source it complains about "not enough resources".   It seems the print may be too large (3340 W2s)???   Has anyone else had this issue?  Our Java Heap size (per the Enterprise Server ini) is 256MB.  Is that too small for a file this large?

Anyone else run into this?  And how did you fix it?
