Can we change the 'Expenditure Cycle Start Date' in Implementation Options ?

Hi,Our work week has changed from 'Monday-Sunday' to 'Sunday-Saturday' and we are defining new PA & GL periods to match that. We are on weekly PA periods.Unable change the 'Expenditure Cycle Start Date' in the implementation options.  Would like to change it so make project transaction follow the new company wide transaction cycle. Appreciate any options & suggestions.
