Unable to start siebel server

Hi,
We have DB2 as our backend database which on Z/OS. Everything was fine till 2 days back. The below issue started happening after the Mainframe admin team applied a MVS patch.
We are unable to start the Siebel Server service. We found the below information in the namesrvr.log. In the log it says 0 responsibilities retrieved. But, when we run the same SQL as in the log file against the database, it is returning us 230 records. We also verified that Siebel Administrator is part of the responsibilities assigned. Please let us know what else to verify.
