Territory Manager: STAR not populating

I have a very basic setup in territory manager to test collector assignment from terrritory manager.I have created one  territory with the qualifier as a customer name and assigned a collector as a resource. Teh customer has AR balances and teh collector has been setup as per implementation guide in CRM and Collector screen with the right role. When I run teh STAR after creation of this territory it completes in 2 seconds ( which seems to be too fast) and there is not data in 'JTF_TAE_1600_CUST_TRANS' table.  I have followed all the instructions given in teh note
