Budgetary control tab in Award management Vs Budgetary control settings under budget

There are 2 budgetary control details in Grants

1. On the award management screen - budgetary contols.

2. In the budgetary control settings under Budget.

Which setting take priority - if the settings are absolute under award and none for the same award under budget - Which one takes priority. Is the control in the award management the default one and gets updated to the one in budgetary control after baselining.

Please explain how this works.
