Can Internal Requistions be automatically created?

Has anyone done this or know of an API?  We want to create an IR based on inventory in a locator.  So, if items A, B, C are there, each with 100 on hand, based on the locator (and IO where the items are), we know to create an IR/ISO from one IO to another.  It is a manual process today and each palnt has several orders to many DCs with 20 to 200 items / truck.  MRP/ASCP are not an option.  MFG produces what they can each day and actuals differ from the plan.
