Upgrade 10g to 12c Agent with invalid inventory

From the Upgrade console I have agents that cannot be upgraded because they have an invalid inventory.  What does this mean?  The agent is up and targets are defined to it.  In one case it is a RAC server and target 1 agent was successfully deployed, but target 2 agent has this error.
