Protocol negotiation failed

Hello, I have been applying STIGs to my servers and have now run into an issue with auditing. I have it configured and on 1 server it's sending logs to a remote location while on the other server I get console errors stating: "auditd[4022]: audit_remote.so plugin error: retry 4 connection 10.7.4.100:514 protocol negotiation failed".

I have tried to research the protocol negotiation failure but nothing much on it. I tried using netstat with various qualifiers but the data returned isn't providing me any clues. The IP address of the remote server nor the hostname are appearing in the output but many other server locations are.
