Repost Hard Commits based on new receipts to different location/lot combinations

The scenario is this:

Work order is created and quantities of material commited.  The quantity is commited to the primary location, because no "on hand" quantity exists.

The same material is then received into a secondary location/lot.

Is there any way to recommit the inventory so that it pulls from the seconday location?  I tried reposting committments, but it doesn't help in this scenario.

The thing that I don't understand is, if the quantity on hand existed in the secondary location before the work order was created and material commited, the system intelligently commits it to the secondary location.  So my thinking is that the system must be able to do this again after the fact.
