 I am using the same Windows Domain user that initially executed the Oracle 11.2.0.3 installation and DB configuration a couple days ago on a new DB host. This user is a member of the local admin group and in the Windows DBA group.
On that same DB Host, I recreated the DB from hot backup files using create control file ... command and recover until cancel using backup control file.
The initial custom DB creation and configuration included the creation of the OEM Repository.
Of course, as advised by Oracle support, the OEM Repository has to be dropped and rcreated after the database has been recreated.
