Printable Page Missing Print Button

 When we were on Oracle 11.5.10.2, the user could click on the "Printable Page" button on the checkout screen in iProcurement. This would cause a print friendly page to pop up with a "Print" button on the page. 
We upgraded to 12.1.3 and now when the user clicks on "Printable Page", a print-friendly page pops up but there is no "Print" button. Is there a way to add this? I do not have the option to click on "personalize page" on the pop up page. 

The path for the page is /oracle/apps/icx/por/req/webui/ReviewSubmitPG
