Move Order Pick Slip

We changed the output of the 'Move Order Pick Slip' to XML and then created a BI Publisher template to format the output.  It works correctly if the 'Move Order Pick Slip' is submitted as a concurrent job.  But if I go to the 'Transact Move Orders' form and then click 'Tools > Print Pick Slip', it submits the 'Move Order Pick Slip' but it doesn't apply the template, so the output is XML code.  Does anyone know how to make this work?  We are on 12.1.3.
