The BE unable to boot after upgrading from 142900-12 to 142909-17 error : pcieb: cannot load driver

The newly upgrade BE with 142909-17 failed with error  pcieb: cannot load driver.

The activity logs are as follows

 # luactivate newbe

A Live Upgrade Sync operation will be performed on startup of boot environment <newbe>.
