FC and RPAS13.3.1.X-13.4

 Hi All,
I have some some questions regarding  FC and RPAS13.3.1.X-13.4. Could you please help me.

Structure:

1. We have RPAS 13.3.1.8 installed and FC. DomainDaemon running in SSL 2 mode. 
 We have 5 domains which are listed in Foundation.xml and MultiSolution_ Taskfolw.xml and bundle. 
And we have a lot of users in domains.

NOTE:
SSO not used.

Situation and questions are next:

1. User  XX should have access only to Domain_1 and Domain_2.

How to do this with new MultiSolution? If user created only in  Domain_1 and Domain_2. He can log in to FusionClient BUT he can see all Domains and when he try to click on  Domain_3(unallowed) he gets an error and he
