RPAS - RMS integration

 Hi all,
In the document Operations Guide - Volume 1 - Batch Overviews and Designs version 13.2.5, description of OTBUPLD.PC module p.207, under Oracle Retail Merchandising System Documentation Library. 
I've found the following note:

RPAS cannot provide OTB upload file to RMS. OTBUPLD.PC in RMS can be used to integrate with a third-party planning system that generates Open To Buy data.

Why would you support a third party planning systems, and refuse to support your own RPAS system (such as MFP, for example)?
